Estonia dips to No 12 on Global Startup Ecosystem Index
Estonia has ranked 12th in the Global Startup Ecosystem Index 2026 by StartupBlink, with an 8.8% annual ecosystem growth rate, down one place from last year.
On the list, headed by the United States and Britain, Estonia ranks close to the Netherlands at 10th and to France at 11th, with very little difference among the three.
Sweden fares best of the Nordic countries in 6th position, while Finland is ranked behind us at 14th, and Denmark at No. 17. As for our Baltic neighbours, Lithuania ranked 22nd and Latvia 48th.
While Estonia is holding its own against much more established ecosystems in Europe (ranked 7th regionally), it could do with a bit of a boost overall. The report said that Europe’s growth of +7.3% fell below the global average of +10.3%, as top-ranked European capitals such as Paris (−3.2%) and Berlin (−2.6%) shrank.
Tallinn was ranked 53rd on the list of top cities, down 4 places from last year.
Breaking it down
The report did highlight the imbalance within the Estonian ecosystem. Tallinn’s total score is 18.1x Tartu, far beyond levels typically associated with balanced ecosystems. The brain capital of Tartu dropped nine places to 421st despite an 18.5% growth, illustrating that expansion alone does not guarantee upward movement in the rankings as competition intensifies.
"Estonia's startup ecosystem stands out for its transparency, minimal bureaucracy, and what is globally recognised as a leading option policy framework — giving founders clarity and speed from day one. AI is reshaping how our startups build and scale, while defence tech has emerged as an area of serious momentum. The ecosystem has matured steadily: turnovers are growing, execution culture is strong, and founders here know how to deliver,” said Vaido Mikheim, Managing Director, Startup Estonia.
